Possibly someone else will be familiar with what you are
talking about while I am not, but I think you need to explain
exactly what forward and reverse arrows you mean and
why you think they should be there.

All browsers that I know of have forward and back arrows
at the top-left, but they are part of the browser, not the web
page. The arrows become available when there is a web
page to go forward or back to. If there are no such pages,
then the arrows are greyed out and do nothing.

So explain what these forward reverse < > arrows are for
and what makes you think they are supposed to be there.

Every web page has on it what the web page creator put
on it, as interpreted by the browser. So the problem likely
is either that the page was not made the way you expected
it to be made, or the browser isn't displaying it the way you
expected it to be displayed.

For some reason you expect arrows. For some reason you
believe that the lack of these arrows on your home page is
making it impossible to search for anything. And when you
type something into your search bar and click search, all you
get is a blank page. You apparently think that this is related
to the missing arrows.

That isn't much to go on.

What browser are you using?

Give us a link to an example of a Charter home page which
*does* have the arrows you are talking about, and if there is
any chance of ambiguity, point them out.

If possible, also give us a link to your Charter home page
which is missing the arrows.

Did that page once have arrows, which have disappeared?

Chances are, a problem in a web page involves a mess of
CSS and JavaScript code that I don't want to try to untangle,
but maybe it isn't that complicated.
