Solved Can not close down computer, stuck on a windows error msg.

Specs: Windows 64
I am helping an 88 year old man get his desk-top computer,Win 7, working properly & Im not that great with computers myself! He tried to close down the computer but an error msg has come up "10 PROGRAMS STILL NEED TO CLOSE. To close the program that's preventing windows from logging off, click cancel then close the program. My PC Backup SetUp Wizard -This program is preventing windows from logging off."
But when I click 'cancel' nothing happens. I cant close down any of the open programs.The 'Start' menu wont come up either. Tried closing programs using the bottom task bar but that doesn't work either. The screens not 'frozen' but I cant seem to get in or out of programs. Do you have any suggestions? He lives down the road so I don't have his computer in front of me, but I can go around there tomorrow & take my laptop with me so someone can maybe talk me thru' things, if need be.

Apparently he's been suckered into installing some sort of "fix my PC" software. My guess is the system is infected with spyware & malware. Run thru his programs list (Control Panel > Programs & Features) & uninstall all the garbage-ware. Then download, install & run CCleaner-Slim - both the cleaner & the registry scanner - remove everything they find. Also click Tools > Startup & disable all unnecessary programs from loading at startup.

After doing all that, reboot into Safe Mode & then run a virus scan.

Press and hold in the PC power button for 5 seconds. The PC will turn itself off.

Apparently that didn't work & he ended up pulling the main plug out. When he plugged back in & turned on, the same Error Msg comes up & cant seem to do anything but view the open pages, but not click into them.

Thanks for your help. I'll turn it off using the PC Power button tomorrow & Im sure that will work. He has Parkinsons disease & doesn't have a lot of feeling in his fingers & pushes wrong buttons sometimes. As for not being able to access any open (or closed) programs, I'll keep working on sorting that out.

If it fails to start with the same message it is just possible that removing the power plug and holding the power off/on button in for 20 secs will get it going. You must then follow the advice given in #4.

If you can get online (even from Safe Mode) then try to download and run this freebie too, as it often finds what antivirus programs miss.
