You can't use HP Recovery media on a Dell because all the device drivers and related OEM utilities are different, so Windows will just keep popping up a whole bucket-load of errors (that is, if it starts at all).

That Recovery media is only for the laptop it was supplied with.
It might also be illegal to try using it on a non-HP laptop.

The Dell recovery discs should have been created as soon as you got the laptop. They've been sitting on the hard drive just waiting for you to fire up the software & burn them to DVDs. It's unlikely an HP disc will work on a Dell. Did you try using the Dell Recovery partition?

Also, admin passwords are very easy to recover:

Actually, it might be possible to boot to a different disk and use it to repair. We just can't say what the disk you have is. It may be unique version or it may be similar to a normal install disk. The only way to tell is to boot to it and see if it has a common repair like the pages at Microsoft show for this task.

A simple web search may yield ways to fix your issue another way too.

Hang up and live.
