Specs: Linux mint, 4 gb
Is it possible to add windows 7 to an external drive ? im using Linux mint Katya as my operating system

The most easy way is to install a virtual machine and run it that way.

You would probably be better off wiping the HDD, doing a clean install of Win7, then using the Linux Mint WUBI installer to create a dual boot setup. This would be done on the internal HDD, not the external.
