Please clarify. When you say you reformatted, do you mean that you performed a factory restore or that you formatted the hard drive and reinstalled Windows from scratch, or possibly formatted the hard drive and reloaded a saved image of the hard drive. Reformatting or simply formatting, is just the act of clearing what is on it and preparing it (blank) for use as either a bootable or nonbootable drive.
Did you try Control-Alt-Delete and what did the machine show?
Did you try F8 boot options on start up for repair options or 'last known good configuration'?
To boot from install DVD (or Windows 7 Repair CD) if you are not getting 'hit any key to boot from CD/DVD', you need to either reset your boot order in your BIOS or tap a specific F key (I am pretty sure that it is the F12 key) during boot up for the one time boot options menu, then you would need to perform a Start Up Repair to fix your boot manager.
With a better explanation of what happened and what you did would have made the answer more specific.

Thank you for the response, actually my laptop has been affected by virus and it even did not give me an option to boot from the boot manager, when I try to press F2 for my boot menu it did not work and instead the windows starts always, so I have directly install the windows form DVD option. I have successfully installed the new windows and even did delete the windows.old folder from C:Drive and installed the MS Office pack, but later the charge was over and it got shutdown and when I plugged in the charger I got this message saying BOOTMGR is missing. I thought of booting again but the boot menu doesn't come only the logo of acer, I have tried hitting CTRL+ALT+DEL for several times but it gives the same message.

What about F8 boot options menu?

With a root kit virus, you should have chosen the Custom options, deleted all existing partitions, created new partition(s), formatted, and installed completely clean.

I have tried with the F8 boot options menu for several times but the menu does not pop up even the function key (F2) for boot option does not open the boot menu, only the the message BOOTMGR is missing is displayed in the screen. I have tried to check my windows DVD in other laptops and it works fine but not in my laptop. Please do you have any other solution.

Are you repeatedly tapping the key as soon as you press the start or restart?
Most sites I Googled list the F2 for your BIOS access, but here are a few other options, including the Windows button:

http://en.kioskea.net/faq/283-how-t...
If these do not work, you may need to contact Acer support.
