when I boot my computer and click on a icon I get the spinning circle in safe mode I cannot connect to internet

Windows loads a minmimal set of drivers in safe mode, it won't load the network drivers unless you select that option during boot up. That's why your Internet isn't working. Restart your computer and whil it's booting, keep tapping the F8 key, then select to boot in normal mode.

Normally Windows won't boot into safe mode unless it detects a problem. Have you changed any hardware recently or installed software?

Post needs a little clarification (punctuation maybe). Not clear whether you get this spinning circle only in safe mode, whether the computer suddenly goes into safe mode on its own, whether you put it into safe mode yourself, and whether it is only from safe mode that you cannot get onto the internet.

We need to understand these things to help properly.

Why did you put Win10 as your OS & then say it's Win7 in the post? Regardless, system specs are important; we need to know what you're working with. Why are you booting into Safe Mode? You can't connect to the internet unless you choose 'Safe Mode with Networking'.
