When Windows Safe Mode starts okay but Normal Mode does not, it's typically caused by installing a bad/incompatible device driver, or by installing software which includes a driver such as:

1) CD/DVD burning software.

2) Antivirus software

3) Firewall software

So if you can remember recently installing a driver or any of the type of software listed above just before the problem started, uninstall it in Safe Mode then restart.

Have you upgraded to Internet Explorer 10 lately ? There is a prerequisite update, also known as a Platform update to IE 10 that may cause some grief to some notebook owners. In the MS KB Article, your notebook is not listed as causing a problem, though.
