See if you can boot to a windows 7 dvd and use it's repair features.

When you purchase a system anymore they OEM is unlikely to provide real disks. They expect you to read or know that you have to make them. Some OEMs only allow you to use a F key at boot to use to repair also. Some expect you to buy disks.

It any case you can use any real Windows 7 to use for repair. Don't reload with it just use the repair tools.

Hang up and live.

My name is Anue and I work for the Social Media and Community Team at Dell.

We understand, that the computer doesn’t boot into Windows. This could be an issue with the Hard Drive.
To confirm the same, you could try running the diagnostics.

Please click on the below link , it would take you to a page, which has the instructions to run the diagnostics.

Kindly update the results, we would be glad to assist you further.

Thanks & Regards

flashing curor as described is a sign of no MBR [master boot record]

Run windows 7 recovery to fix this issue which is usually the results of a virus infection
