Put them into a separate folder on the desktop; or possibly group them in say 5 folders (10 Admin-users in each) if I'm interpreting your question correctly?

I think he (or she) wants 50 users, each of which being administrators with administrator access to all of the other users.

If you only need more room for your shortcuts, you could try these:

I have also found this useful:

There really is no reason to have additional users just to have more shortcuts, having extra users would only be helpful to separate the files for different purposes, and if all of them have full access to the others it completely defeats the purpose.

Creating new folders and grouping your shortcuts is probably your best option for organization. You have basically infinite space for shortcuts - that is, space on your hard drive, as shortcuts are really only a few bytes each. Adding users wouldn't increase this space.

If you don't like folders, and don't want to shrink the shortcuts themselves, you could always buy a second monitor and hook that up, which would effectively double the amount of visible desktop you have. Or, I suppose, a larger screen would work too.
