You can't run a DOS program on Windows 7 because it does not include DOS.
You have to buy and install a copy of Microsoft DOS first, then you can run your DOS program.

I suppose you run a Windows 7 32 bit version as 64 bit operating systems do not support 16 bit code anymore. So stated, there is no DOS in Windows systems family since Win NT/2000/XP and higher because they are NT kernel based systems.

What you believe to be DOS prompt is the system console and DOS applications are enabled by an emulator, NTVDM (NT Virtual DOS Machine). NTVDM however can't support all legacy programs, in some case you need a full DOS system.

In that case you need to install a virtual machine as MS Virtual PC or VirtualBox (both free) and run as guest operating system DOS. If you need a free DOS copy, visit FreeDOS site where you can download FreeDOS, the open source DOS clone even better the original one.
