avfoundationcf.dll how do I get it back tried everything

Specs: Windows 7
avfoundationcf.dll is missing and I have tried every single advice on google without success. Others seem to have been successful but not me. I'm desperate to find the answer with so many windows opening that have to be shut down before I can access my computer. Apple do not have an answer either. They keep directing me to the same advice. This is all like groundhog day.

Totally uninstall iTunes & QuickTime. Then re-install both.

Uninstall iTunes & Quick Time, with Revo Uninstaller, then reboot

Use the Registry Cleaner in CCleaner to remove dead entries, then reboot.

Disable Anti-Virus and install iTunes and Quick Time........

Googling is quicker than waiting for an answer....

Many thanks for your suggestions. I already have ccleaner and that does not fix the problem.
I have also disabled the anti-virus and reinstalled itunes and quicktime and that also does not fix the problem.

I have recently purchased PC HealthBoost, Speedy PC Pro and SpeedMax PC who all claimed to be able to put it right. But none of them did. As a 74yr old pensioner it is becoming increasingly difficult to continually pay for products that do not live up to expectation. Would Revouninstaller also let me down?
