An unexpected layout change occured external to the volume m

Specs: Windows 7, 1GB
I have tried all options as stipulated above, the last one I tried was booting from my OS, while doing this I do see the unallocated partition but I don't get the option to format it, how do I get around this prompblem?

Before the space can be formatted you first need to partition it. Unallocated space cannot be formatted. Once the unallocated space if partitioned you can then format it.
