your title is not consistent with the body of your question and you have not given much details.
If you are not getting Windows 7 to fully start then do a Start up repair from repair disk you should have made when the computer was new. If you did not take a few minutes to make this (everyone should) then you can still make one on another Windows 7 machine of the same type (32bit or 64bit) and use that. A Windows 7 install disk of the exact type will also work but just do a Start Up Repair.

You have to be a little bit crazy to keep you from going insane.
