First make sure you are in the same user on your computer, if you have more than one user, even just an Admin + user accounts, the emails will show up in only the user that it was set up under.
Second, if you create a new account in Outlook (I have not use Outlook for a bunch of years), the new account may not show the old emails and if you did not delete the original account, try looking for that account or separate inbox. I know that setting up multiple accounts in Thunderbird (which I use now) offers a number of options including multiple inboxes or a single inbox for all accounts so see if there are options for that as well.

You have to be a little bit crazy to keep you from going insane.

Were (are) you using (what was in days of recent yore); or were/are you using M$ Office\Outlook to create an account and access pop3 emails that way?

If the latter (M$ Office\Outlook) - by default it is set to delete "all" messages from the server once they have have been accessed/downloaded via M$ Office\Outlook.

There is an option in each M$ Office\Outlook user account - Advanced tab/button - Server to change that default. I leave all messages on the serve - never delete...
