All desktop icons have changed to ie

Specs: Windows 7, 2.00GP
All of my folders and icons have changed to ie icons, I can not delete or change it. System restore will not open. If I click on a file a box appears and ask if I want to download file. I don't know what to do. I would appreciate any help. Thanks,Linda

Boot into Safe Mode by constantly tapping F8 from a cold start. Try a System Restore from there.

agree with grasshopper, restart your computer and before you log on, keep on tapping f8 or f11, i tried f11 and logged me on to system repair and from their i got on to system restore and went back to the position before all of my icons were same. So i have had the same problem as you and system restore helped me.
