Administrator cant open Win 7 task manager

Specs: Windows 7
I am the administrator of my home PC(windows 7) but cant access task manager it is grayed out on the task bar and if I try and run it, it says it has been disabled by the administrator? I have tried changing the permissions in c:/windows/system32 taskmngr but cant, it says I must be administrator. My user account says I am the administrator.

Did you try Control-Alt-Delete and choose Task Manager from the menu?
If you can install Process Explorer from Microsoft, you would have much the same functions as Task manager, but with more details on all processes.

You have to be a little bit crazy to keep you from going insane.

did it ever open?
will it open in safemode?
you may have a and run malwarebytes in safemode.
try to do a system restore to a date when it did work.?

this has popped up before on this forum, try a search you may get some quick answers..

i hate computers!
but cant help myself....

When I ctr-alt-del the task manager doesn't even show there. I have read some forums where they say it could be malware that disables the task manager, could this be possible? and is there a way to fix it?
