Adding Turkish language to my keyboard in W7

I do not have Windows 7 Ultimate or Windows 7 Enterprise, I have Windows 7 Home Premium. Because of that the Add-or-change-an-input-language box does not have the "install/uninstall" button which means after I select a language I am not able to press "okay". From my research on this problem the solution is to download a Language Interface Pack. I have found downloads for other languages by searching the web but none of them include Turkish. Does anyone know a solution for this problem?

Language packs and LIPs will work only on a genuine copy of Windows 7.

Have you followed THIS? The use of Keyboards and Languages tab under Region and Language does not install anything. It only modify the user profile.

Yes, I have followed that link. It does not work because there is no "install/uninstall" option in that window. That's my question, how do I install a language then?

Language packs install on Ultimate version of the OS. Home Premium is not eligible. There are 31 language packs, if I remember correctly, including Turkish.
