Access Denied to Drive C:

Microsoft Windows 7 ultimate 64-bit

Specs: Windows 7
i wanted to modify the permissions settings for
the Drive C: , then i got errors when i tried to
apply ,
and now i cant even have access to drive C: or
even modify anything at the pc , not even
system recovery , cuz it is located in drive C:

have you tried safe mode?
you could always run a repair of win7, if that fails do a reinstall. make sure you save all your files first.

i hate computers!
but cant help myself....

i've tried all of the above , but i cant run anything located in the
C: windows directory... , and i have tried safe mode

I assume that you are running Windows 7 installed on 'C' drive. ((If NOT, please give us details!!!))
You are actually accessing 'C' drive, but not it's files manually. Use a Live Linux CD/DVD to access this drive from outside of windows. Save your files to another drive. Then restart but switch the Live Linux disk for the Windows 7 install disk. You may want to try a repair install, but you may need to reformat the partition and reinstall windows 7, then your programs, and finally your files.
