a lot of details just need help please

Specs: Windows 7, Intel(R) Pentium(R) 4 CPU 3.00GHz (2 CPUs), ~3.0GHz/2048MB RAM

here is my problem
about 2 weeks ago my windows 7 ultimate 32 started slowing down and crashing and stuff like that so i reinstalled it -clean install,deleted the partition made a new one and formated it - and the os that i installed was the same windows 7 ultimate 32 but to my surprise i started getting that annoying 100% cpu thing -dont know what it is to this date i mean in xp i though it was a bug but on 7 dont know- anyway i though that the dvd was broken or something or maybe when i was installing my progs i got i virus -though i always install my graphic drivers first then kaspersky internet security latest vir - anway i reinstalled the same 7 from another dvd but still whenever i try to play a game or sometimes when i am browsing the pc gets really slow so i installed windows xp -clean install like i always do- but i still got that problem and to make a long story short i tried a couple other virs of windows xp all clean install but still i had that problem so i though maybe i got a malware on all of my programs and os sources on my computer so i got windows 7 ultimate 32 sp1 and installed -obviously not from some1 not trusted -
andway i installed cleanly then installed my graphic drivers and kaspersky internet sec 11 like a always do then installed daemon tools and fallout 3
and tried playing fallout 3 but could not due to slowframe rate and cpu going to 100% and freezing for a couple of seconds -no my pc can run it i checked + i played it for a month on high quality graphics in win7ult32- so i tried everything
first scaned the pc for harmfull stuff on ton of sites -though i was running kis11 like a said and of course a scaned the hell out of my pc- and got nothing then i uninstall kis then installed bitdefender Total Security 2012 but i gave me and error like files corrupted so i uninstalled it and installed norton 360 priemer edition and i tried every scan type it have
and all came with the same result nothing is wrong
so i though maybe its not a malware or virus or something like that maybe its a bug
so i tried running windows update but got an error
searched the error to find out its a self healing error like microsoft said and i should try after 10-15 minutss so i watched a movie -hour and 50 minutes - and tried again still the same error so i shut the pc down and tried again in 6 hours and the same
so i tried shutting down microsoft services msconfig but nothing worked i tried stoping services in services but again nothing happens and i still cant play fallout 3 or bioshock 2 or any good game i have -again my hardware should run them i check on can you run it and yougamers + i will give you my pc info in a bit and i already played these games b4 on the same hardware and they worked fine - i also tried locating witch service or processes causing the slow framerate or problem but could not i mean i look to task manger and every thing looks normal and i cant find a service or processes taking too much cpu or mem but maybe cuz i am not too much expercened in 7 i mean my first real 7 use was after a got my new graphic card 2 months ago before that i had linux ubuntu so i dont know what to do right now i mean even if i tried anthor install clearly it wont work since i tried that 5 times b4 with xp sp3 and windows n and diamond and 7
so am really desperate and thinking about going back to ubuntu but i dont think i can game on it like windows so any ideas ?
i almost forgot i changed my processor fan
and my windows experience index is 1.4
as my lowest base score in that under
calculation per second is that and my memory ram is 2.5
graphic and gaming graphic is 6.3
and my primary hard dist is 5.3
and i also installed nvidias latest drives which actually decreased my windows index number in graphics to 6.3 instead of 6.8 with the drivers on the cd that came with the card and yes i installed the correct drivers
and i also tried using Game Booster 2.3 Premium
and tuneup turbo mode
and i made them close about everything i can and still nothing changes

finally what i am asking -saying u did not sleep halfway through or closed the page cursing the day you opened it and me for that long long long post -
i want to know what is the problem and how to fix it and how to ovoid it also in a way that i understand i mean clearly i am really stupid with comupters cant fix a simple problems
and if cant provide a solution just say what you have and is my problems a hardware or software problem? -i know i should go to a professional and thats why i came here also i like solving my problems myself -if software- so i maybe learn something -

your cpu will run at 100% quite a lot, starting programs, booting up ,indexing and other win 7 related stuff, when running games it will work pretty hard too.
More memory might help an extra 2gb,and maybe upgrade too its really cheap.
you can see from the index score that your cpu and memory are a bottle neck, go into your bios and check that all the settings for cpu and memory are at normal,maybe even a little overclocked also check the site for your motherboard you may require some win 7/vista drivers for the chip set. you can get a clean authentic win7 sp1 from here. http://www.mydigitallife.info/offic...

finally download speed fan and check the temps of your system

oh well sorry about that i usually apologize for my bad english at posts end i just forgot anway i though i made it clear that i know its long in the last couple of lines ?
also i notes that a lot of peoples requests for help lacks alot of info on the matter like what hardware they have etc so i wrote all that to give all the needed info and of course it ought to have some unneeded too

princecorum i dont think u read my post i mean first of all i said my pc was working perfectly fine on windows 7 ultimate 32 bit and i can install 64 bit on it too + i also said that i was playing and it worked fine on all games i have + i said i checked the games in questing and tried some and even if my pc specs was that bad i think i would be able to browse without problems ?
also i said i was going to upgrade soon and have not it crossed you mind that i cant go out right now i buy a new pc + my specs is not that bad i mean sure its a little old and slow but i can play new game like dawn of war 2 retribution and fallout new vegas and i can run win7 64 so its not that bad also i said i am running on windows 7 so what up with youll need 7/vista drivers and link to download 7 ?
anyway please if you have something useful share

sorry that i couldnt offer you the help you required,
what exactly is the problem, 100% all the time, some games dont work, your win 7 dvd may be broke or i got windows 7 ultimate 32 sp1 and installed -obviously not from some1 not trusted
Actually i read your initial comment 3x trying to make some sense from it all, obviously i wasted my time!
i think i gave you answers, maybe you have a virus, a full format of the hard drive will fix that, but you did that when you reinstalled..clean install,deleted the partition made a new one and formated it - and the os that i installed was the same windows 7 ultimate 32
then you installed xp and had the same problems, obviously is not a software issue unless your missing some chipset drivers, but i already said that.

if those are your idle temps you need more air, if they are your full running temps.
if your system is bottle necking at the cpu and or memory then upgrade or increase, if you think your system is fine, not worn out or damaged, then ignore anything i have said and wait for advise from a professional.
HOWEVER!
it stands to reason that if your software is ok, tried and tested, not from some torrent site full of crap, and your AV are not downloaded from torrents sites and full of crap, then you have a hardware issue.

i would just to be sure, reinstall win 7 sp1 from the source i gave you, install all the win 7 chipset drivers for your mobo, just to be sure, then activate and download MSSE.
forget all the other AV's.
does your system run ok?
if so great, if not you have accept the fact that you have hardware issues.
if your system runs ok with the

princecorum i tried to do what you said in your last post but in my own way
instead of windows i installed ubuntu (a linux os) and i did not get any high cpu usage or anything my system worked fine but my problem with ubuntu is that i cant make Nvidia drivers work on it so no Blu-ray movie or even the slightest chance that i had with gaming on ubuntu so i had to get another xp and try to make it work
anyway i think i dont have a hardware issue sense ubuntu worked fine
so i guess that i either have a virus maleware ...etc problem or all of my 6 windows sources are corrupt despite that they worked for a couple of years
