Specs: Windows 7
will an accounting department be able to run a legacy 16-bit billing program that was designed for Windows XP?

It's chancy. You may have to use windows xp mode for windows 7.

The grass may not be greener on the other side but might have less weeds...

If this application ran OK on Windows XP then it can be made to run in Windows 7 using Windows Compatibility mode.

How you implement Windows Compatibility mode depends on which version of Windows 7 You have. If you are running Windows 7 Professional or above it comes with Windows Comparability mode built which includes a fully activated copy of Windows XP to run older applications.

However if you are running Windows XP Home premium you can achieve the same thing with a bit more work. You can install Windows 7 Virtual Machine 2007 and then install Windows XP Professional. In this case you have to provide your own legal version of Windows XP Professional with SP3. It wont work with Windows XP Home.
