Convert Win9x or NT folders to .GRP files

Specs: Windows 3.11 for wkgps, pentium 60 / 32mb
I know microsoft actually made a tool to convert windows 3.11 program groups (.grp program manger files) into start menu folders and items. Is there a way to do just the opposite? This is one thing I have been trying to do for years with my own scripts, etc, and have given in to the idea that it isnt possible. But then again, who ever thought calmira XP would be possible?
So, is there anybody who has ever gotten this to work, found a solution? I would love to hear it! Im starting to remember why I used to love posting and reading this forum everyday, i have returned after about 2 or 3 years of vacation (working too much). Your probably wondering my old identity, im sure many of you remember me, but its a shhh shh secret lol. Actually i got locked out of my old account and can't get back in. Anyway, anybody ever succesfully converted a windows 9x or NT start menu folder/item into a program manger group/item?

Sorry. I can't find anything, as yet, that attempted to accomplish the reverse of the Win95 menu system. One problem that I think a developer would have with creating such a utility would be submenus. As you know, the only default submenu in Program Manager is the Control Panel. There are utilities I believe that can simulate the same behavior as the Control Panel. I am sure I have passed at least one such program in my FTP pursuits for Win 3.x stuff. If I come across it again I will post it here.
