Shutdown when theres no Network actively

Specs: Windows Server 2008 R2
Hi, I'm trying to get my server to Shutdown when theres no Network actively after 30mins. Similar to the sleep mode within Power Options but shutdown.

I've tried setting up a task in Task Scheduler to shutdown when idle however the computer does not detect when it is being used for network shares etc.

I have three WDTV Media devices which all access this server however I do not want to run it 24/7 so allowing to shutdown after its not active for 30mins would be great.

All suggestions welcome

There are always broadcast packets flying across the network it may not consider itself inactive.

How do you know when a politician is lying? His mouth is moving.
