providing system user to run applications

Specs: Windows 7
I have around 40 machines connected to Windows Server 2008 AD. when the local system users want to open some applications (ex: Wampserver) it is always asking for my administrative password. So i would like to know if at all there is any option to give the system users the permission to access only few applications. I have even tried to add these users as local administrators but by doing this the users have a complete permission on that local system.
So if any one can please help me out in these regard.

this tells you how to establish restrictions. reverse engineer it so you remove restrictions.
