prevent user from change file extension

Specs: Windows 7
Hi...
I want to prevent the user from changing file extension.
I'm AD on windows server 2008 R2 and all users PC are windows 7
I tried to control it from [user configuration -> preferences -> control panel -> folder options] by hiding the extension for the users but the user still can change it
- how to prevent the user from change it again?
- is there any better way to prevent them from changing the extension?

Sure. Just deny the "create files" permission on the parent directory. WARNING: Will prevent the creation of files.

This is a training/educational issue.

Enable auditing and monitor who is changing the extensions. Have their boss talk to them about ending the practice or they can find a new job.
