Specs: Windows 2008 Server, Intel Xoen
We currently have one server setup as our Domain Controller. We want to setup another server a test bed and basically create a new domain controller on this. Is it likely to cause problems with the network with to completely separate domains running on the same physical network.

You are running active directory. Correct thinking is of forests not domains.
There is no problem running different servers on the same wire[network]
You can have multiple domains in a forest. There is no reason to have your test domain in your existing forest. Install it to a new forest and new domain

if your test environment is only calling on your test dns server and the rest of the network has no pointer to this test dns server it can cause nothing to happen to those not using it.
