FTP service will not start. error 10022

Specs: Windows Server 2008 R2, AMD Athlon64 Dual Core 3800+ / 4GB
I have Windows Server 2008 R2 x64 installed and am trying to get the ftp service to work. If I try and start the FTP site from IIS I get the error message, "FTP sites cannot be started unless the Microsoft FTP Server (FTPSVC) is running. The service is currently stopped."
If I go into the Control Panel -> Administrative Services -> Services and try and start the Microsoft FTP Service, I get the error "Windows could not start the Microsoft FTP Service service on Local Computer. Error 10022: An invalid argument was supplied."

Any ideas on how I can get the FTP Service to start. I already tried changing the ftp service to log on as my administrative user instead of the Local System account, but this did not work.

Any suggestions are appreciated. Thanks in advance.

Have you tried removing and reinstalling the role? How about any other products installed on the server, like a third party AV or firewall product?

I tried reinstalling the FTP service and shutting down my Eset Nod32 antivirus, still getting the same error. And I am just using the built in Windows firewall.

I tried running "sfc /scannow" as well, but it does not detect any problems, so it doesn't fix it. Any other suggestions?
