Exchange 2007 message Bounce back

Specs: Exchange Server 2007 Standard, 2.194 GHz / 1533 MB
When a particular user mails to one of my users in Exchange environment, she gets a delivery notification saying:
Technical details of permanent failure:

Google tried to deliver your message, but it was rejected by the recipient domain. We recommend contacting the other email provider for further information about the cause of this error. The error that the other server returned was: 550 550 5.7.1 Message rejected as spam by Content Filtering. (state 18)
But my user does recieve normal emails from this outside user, the outside user says the problem is only when she sends an attachment of more than 250 Kb.
Is this a problem on my exchange server, or something on my Users outlook 2003.

The error specifically states reject by the server. The email never made it to Outlook

first clue is the content filter, what are you using?
second is the attachment issue; any quota's or receive restrictions is place for this user?

I am so Sorry for Late reply.. The issue was solved, i had something in Content Filtering, it worked after i removed that.
