The rule of thumb with Windows Server is that if it's anonymous, then you don't need a client license. The DNS requests being sent are anonymous, so no licensing would be required. I suppose that there would be an exception to the rule if you used secure dynamic updating, but that would require Active Directory too so at that point your server isn't JUST a DNS server.

If it is only serving DNS then you don't need client licenses. But that would be a huge waste of money!
