Windows server 2003 on IBM HS20 blades

Specs: Windows server 2003 SBS, HS20 Bladeserver
I have 2 IBM HS20 Bladeservers each running Windows 2003 server, with each OS installed as Workgroup. I need each blade to be able to see the other, but currently they do not. Would switching to a domain help this?
If so, can I change to domain after the fact? If so how? Or is there a way for these two blades to communicate even within a workgroup.
In the past, running linux, the /etc/hosts file was set to allow communication. But now under windows, I don't know how to do this. Thanks

hosts file is the same under windows as linux.

do understand the hosts file does not determine or allow communication. Hosts file are in lieu of DNS. Hosts is for name resolution.

These two servers in the same workgroup?
Both have netbios over tcp/ip enabled?
Both on the same ip subnet?

Can you ping between them?
