WIndows 2003 Users group problem

Specs: Windows 7
Hi All,
My understanding is that by default when a server join a domain, the domain users will be added under Users group by default, by referencing to this statement:

A built-in group. After the initial installation of the operating system, the only member is the Authenticated Users group.Users can perform tasks such as running applications, using local and network printers, shutting down the computer, and locking the computer

In my case, the Users group has been removed by GPO however the domain users still able to perform any tasks as of Admin rights.

I need to know if the statement above is correct? Thanks.

But that does not explain why they are admins. Users group are not admins.
