Can you get a menu w/ F8 at all? If so try last known good config. If not, reset the BIOS to defaults.

As guapo asked, can you F8 during post/boot and get a menu. Select last known good config. You did not mention if this was a domain controller or only a file/database server. Use a boot and backup disk like acronis to get a backup of your server if you have not done so just in case the problems severity increases. The constant rebooting, if occurring abruptly without the system properly shutting down will corrupt files. It sounds like you have corrupt system files causing the reboots or hardware problems and at the top of the list is memory. If it's a name brand server, run the associated pre-OS startup diags for the server. Test the memory and drives.
