Windows 2003 Server Infinite Reboot Loop

Specs: Windows 2003 Server
Windows Server 2003 Infinite Reboot Loop. I installed Windows updates and now I am in an infinite reboot loop with a message saying Dell Inc. MPT boot ROM successfully installed! What can I do? Old answers to this problem contain broken links.

Can you get to safe mode or last known good config? F8. If so, go to system properties, advanced, startup & recovery. Uncheck automatic restart.

I've done that. Every other choice in Safe mode just goes straight back to the loop. The blue screen of death says it's a stop error. 0x0000007b

Is there a way to get a c prompt? That choice in the Safe Mode just takes it back to the loop too. If I could get a command prompt I could go to system restore.

Reset the BIOS to defaults. If possible, update it. If that doesn't work, search 0x0000007b in google. There are a lot of results.
