Windows 2003 server domain cotroller user's Auto lock probs.

I have a domain configured with Win NT server 4.0 where more than 200 user connected. Recently I introduced another domain controller, Windows 2003 server Enterprise edition r2, connected with 25 users out of 200 users.
Whenever I was applied the security policy (in win 2003 server dc) like, account lockout policy (after 3 times wrong password attempt the specific user will be locked out) but every 25 user's will be locked out.
please help me.

Why include the nt info? It has nothing to do with your issue.
You do realize you have a nt domain and a forest right? And that they are not the same?

I would guess these 25 users are using their nt passwords to gain access to 2003 and they don't match the password on the 2003 server. I would suggest you set the 25 users to "change password at next logon" but first set their passwords to just password so they can logon.
