Win2003 stops allowing network connections

Specs: Win2003 SP2, Core2 Q9400 / 8GB Ram
I have been using a Windows 2003 colocated server for about 2 years now and have never had a problem.

Suddenly in the last two weeks, every couple of days, the server stops accepting new network connections, both incoming and outgoing. Anyone trying to connect via IIS or any other 3rd party service or application gets a "The connection was refused" error.

Thankfully, my existing Remote Desktop connection (which I leave connected all the time) is not affected by whatever causes this problem, so I can still get in to reboot the machine, then all is well for a couple more days.

But even running Web Browsers through remote desktop -- The outgoing connections are unable to connect. Can't connect to the DNS server.

Anyone seen this problem before?

Update: Just discovered a bunch of THESE errors in Event Viewer.

I found a Microsoft KB arcticle on that error, but I don't have any of the listed softwares installed.
