web file folder access

Specs: Windows 2000
I have not used svr 2003 in quite some years. I am publishing a web site. Using a flash program called swish. One of the techniques in the development environment is called Dynamic Text. Simply put, a text file is read and displayed back to the web page. I seem to be having problems on the svr (I am using remote desktop). I thought at first the logic could not access the folder, so I took the file out of the folder on the svr and placed in the same main folder as the web page, but even with the file is sitting write next to the web page it cannot read the text file. I know the logic is correct, because when I run it on my local system. It sees the data in the file instantly and displays it on the web page. Any ideas?

Guys. I solved the problem. I dont know if its svr 2003 that was doing it or the development environment but either way everything corrected itself when I gave the file being referenced an extension. i don't like using file extensions for reference files.
