Want to control dedicated server remotely via

Specs: Windows 7

there is a guy who did it, and he just won't tell me how he did it, just because he is ab idiot other reason.
im using windows 7 and the server has windows server 2003
anyway what he did is that:
lets say i have dedicated server and the ip is for example: 95.168.181.240
everybody have administative permissions and all works good.
now many times im downloading huge files. sizes like 10-15 gb's each.
and to download them to my computer what im doing is uploading to a server, or direct admin that i own, and then downloading it to my computer via direct link, which not always supply maximum speed.
so what the guy did is made the dedicated server as ftp.
so lets say i have client such as flash fxp or cute ftp or whatever, and the dedicated server was 95.168.181.240
and the user lets say is root and password is blabla
so he connect to the server trough the client this way:
ftp://administrator:blabla@95.168.181.240
and by this way he can see all the hard drive and download and upload whatever he fill without doing what i do (after downloaded files, uploading to some kind of server, and then downloading the files from the server to my computer).
and this way he has profit of maximum download speed since the dedicated server has high bandwidth (100mb upload\download) and unlike me, he is not depended on the bandwidth of the server that he uploaded the files to. so most of times its going pretty quick, im uploading to the server and then copy\pasting the link to my download manager and its flowing, but now for example, im getting only 40% of the download speed im able to have, additionally, im filling kinda stupid working twice while i can do it in 1 time, which means after i downloaded file via dedicated server, i will connect to the dedicated server from the ftp client and will have access to all of its hard drive. the reason im not downloading from my computer in 1st place is because i have some kinda problem with my ISP so i get crappy speed of just 40-50kb per sec for some reason. and from the dedicated server its get his maximum speed
i tried the regular user\pass but it wouldn't work.
via sftp its also doesn't work,

First, I think you are crazy you just opened your door to let any buddy in and you gave them the IP address to boot. You might want to lock that down and soon.

Second, the domain logon has nothing to do with your speed from your ISP. So either the guy is lying or you failed to mention something about your network setup like a proxy server somewhere. Are you sure about the speed you are getting? Go to speedtest.net and let us know what you speed is to the closest node?

Third, the FTP will have access to whatever folders you specify when setting the server up. I hope you did not go and use your %systemdrive\. Never want to use the root or they can access all of your files.

first, the ip i gave was fake one. it was just for demonstration.
i asked in some other forum that some time and there was so many replays and not even 1 replay gave me answer, they just wanted to understand exactly what i want so i tried my best shot to give as much information as i could so maybe here someone will understand what i want to do.
which is very simple. i bought the dedicated server from company and they installed windows server 2003 on it. the only access i have on it is virtual access not physically.
now lets say i want to download file lets say from "rapidshare" or from "megaupload" or from "hotfile" or whatever should be. now if im downloading it to my computer its slow as hell. and through the server its extremely fast. so what im doing to have it also fast to send it to me from the server via icq which installed on both sides. additionally im uploading it from the server to direct admin that i own and then im copy pasting the link to my download manager and then i got maximum speed.
but its kinda stupid so what i really want is to connect to the dedicated server via ftp client such as flash fxp or filezilla and then to have access to the server's hard drive
they guy i mentioned before who know's how to do that built something in c++ that give's him root access via ftp
so can i do it? ofcourse i can the question is if anyone know's how to and can help me with it
