Users with privilege

Specs: Windows 7
I'm in an windows 2003 domain. We have technicians and network administrators. I need to give the technicians some rights on the servers but not a lot.

What they would need as rights are:

-Active Directory user management (password reset, unlock account)
-Add a PC to the domain
-They have to be local administrators of the computers in the domain

I don't want them to be able to create/delete shares or do more on the domain controllers.

give them remote access with local path as "desktop" and run a program at start in this case "AD"

seek more clues in START >> RUN >> mstsc >> options >> programs

this can also be controlled via "AD" and terminal services console.
