Yes I am admin. I have configured just workgroup and created users. I have assigned all rights except Admin right. Now I wanted to give write permission to users without giving admin right.

You right mouse click on the share
You add each user account to the share
You check list folder contents, read, write and read-execute.
If you want them to be able to make folders here give them modify rights
