unable to login to windows server 2003 server

Specs: Windows 7
I have a primary domain controller in windows server 2003 environment . From last week i am unable to log on to the system. Whenever i put the user name and password the screen just got stacked. after restart i can access the shared drives for a few moments. It has GC(global catalog) and all the roles installed on it. Whenever i try to transfer the roles from primary to secondary domain controller, it is showing error. Can anyone please help by putting the exact way to log on to the system or the way to transfer all the roles to the secondary dc without any issue....

my additional dns in parent and both in the child domain and dns is working.
I just seize the roles from primary(parent) to additional domain controller.
now i need to deploy parent primary domain controller and one more additional domain controller in child domain. can anyone post some helpful docs...

Now its working under local administrative users only.
How and what i need to modify to run the script under domain user privilege only?

Can you ping your Domain Name to see what DC responds. If none then do an NSLOOKUP and post the results.
