Unable to create new folder, Access is Denied

Specs: Windows 2003
I just took over the Sys Admin job functions for a new company. My precesccor locked a folder down somehow to prevent further writing at the root level, I can write to child folders but not to the parent folder. I'm a domain administror with full access on the folder and I've taken ownership. Still can't write anything to the parent folder. There are no third party applications installed that I can locate. Not sure what else I can do so that the Domain Admins group can write to this directory. Any tips, greatly appreciated.

You are specifically assigned with full control?
If you go to advanced and effective permissions what is listed or in your case not listed?

Hey thanks Wanderer for the follow up. Within the effective Permissions everything was unchecked, however there was no group displayed. Should I change to the Domain Admins as having full control?

might want to start with just assigning yourself and figure out why you have no effective rights.
