Setting up RDP environment on remote client

Microsoft Windows 2003 server - 5 users

Specs: Windows XP

what's the best way to configure the dekstop environment ( like disabling start button, removing icons from desktop ...) for remote client connecting through RDP 6 to a windows 2003 server. I tryed to modify the policy in the policy editor, but this modifies all users and also the administrator account. Is there a domain and active directory needed for solving this problem? Cause I don't want to create a new domain.

Use Group policy assuming you have an active directory domain and apply the policy to the users/computers in question.

the problem is I don't have a active directory domain, and don't want to create it, so is there an another way?

No. As if you modify the local policy as you've already seen it applys to all users that access the machine. This is by design.
