Server loses web-connection every 10 minutes

Specs: Windows 7
Hello all,
I am renting a windows server 2003 from a GSP (game server provider). The only programs installed on it are TCAdmin and XAMPP. IIS is also running, but only for one site on a different port.
Here is my issue: Every 10 or so minutes it seems like the entire server loses the web-connection. If I am using remote desktop, I freeze. If I am browsing the website, it stops responding. Then, about 60 or so seconds later it comes back to life. Remote Desktop picks up where it left off, the pages load, etc.
Now I know the web-connection is stable because other servers have no issues.

I am out of ideas. I am willing to install some sort of monitoring program to figure out what is going on.

In my opinion the first thing you should do is to activate a performance log on the server and see what memory and harddrive performance you have. If any of them hits the roof, you'll get these kind of problems.

Secondly, check the modem if you have one. Or any other equipment between the server and the internet. Try to narrow down the problem by removing or changing out box by box.
