security settings issue

Specs: server 2003 sp2
Using server 2003, with group policy...Getting an error when I try to download "Current security settings do not allow file two be downloaded" When I try to go into the security settings in internet explorer and try to go to the custom security level to change this, the option is not available.

Does anyone know where in the group policy I can find these settings so I can fix this. I am not a system administrator, I am just forced to play one at work.

Take a look at this article I found.

You will want to enable the downloads, rather than have it disabled.
