Problem with Group Policy remove all programs from start me

Specs: Windows XP /Windows Server 2003
Hi

I have windows server 2003, and I have some users with restricted access (in a group). I have "remove all programs from start menu" enabled, but some of the users still have access to some items in the "all programs", including ie and the accessories folder.

The group was not set up by me, but there were 2 users already in the group and they are fully restricted, its only the new users have have made have the issue.

I have compared the users and they seem to be setup the same way, but the "all programs" still is not restricted.

Has anyone hear of somthing like this happing like this before?

Is this for a terminal server or workstation? The reason I ask, is if you are processing 2003 GP for Windows Vista or higher, some settings may not process.

I would also suggest running RSOP on the workstation or logged into the terminal server as the user to see what policies are being processed.
