Not enough virtual memory

Specs: Windows server 2003
When installing Windows 2003 server it does not complete the installation but gives me the error message that there is not enough virtual memory.

Memory is faster than hdd, even if u increase virtual memory u wont see the difference. U need more ram 512mb or 1gb.

Perhaps the partition is too small? Virtual memory is just reserved space on the hard drive.

Are you sure that is the error and not just not enough memory?

How much ram do you have in this server?
How big is the partition you are installing to/free space?
