multiple ip adds bounce to NIC

Specs: windows server 2003 R3, 2.4Ghz/1GB
We have multiple IP Addresses bound to 1 network card used for IIS Web sites. We have
192.168.18.25
192.168.18.26
192.168.18.27, etc

I can ping the 192.168.18.25 and 26 addresses. If I ping the192.168.18.27 address the first packet replies then times out while the other once do not.

What could be the issue?

Usual reason to add multiple ips is due to working with different subnets. Same subnet is a problem with MS. I have never used more than two.

Appears from the web there is a theorical thought that you can have 254 ip addresses assigned to one card
[given the class c subnet logic you should be able to use any ip class range]

There is a different way using headers if hosting multiple web sites.

can you do a

Route Print

and send the results? Redact your public IPs of course.
