Locally Login Denied

Microsoft Windows small business server...

Specs: Windows 2003
There is only one Domain Controller and the only accounts with administrative rights are dennied local login privledges; Terminal services are not currrently running. I have two questions; 1) how do I get access to the Domain Controller's MMC; 2) Once I have the Domain Security policy in my focus what do I do to either enable local login rights or figure out what happened?

Sounds like you may have disabled local logins in your GPOs for the OU of this computer. Go to this computers OU on the AD and check to see if you have a GPO if not check the root OU for a GPO and edit the GPO looking for

windows settings - security settings - local policies - user rights assignment.

Question is why do you want to turn this off? Is this a laptop that will be off the domain for a long period of time and the user needs to do updates and other admin functions? If so I would simply dis-join the laptop from the domain and have authentication through the VPN connection.

P.S. you may also have done it in the local GP if so try gpedit.msc to view it.
