Localhost access

Specs: Windows Server 2003 R2, Intel core 2 duo/1GB
I am trying to access http://localhost/asc on
my server but my OS give me an error that
the website is being blocked by Internet
explorer enhanced security configuration. I
have added the website to "trusted sites" and
"local intranet" and yet I get the same error
again.

I wonder why would I get the error and why
would windows ask me to add it to trusted site
when I already have it added. When I try to
add it again as prompted by windows it say I
already have the site added. in that case I
chould not get the error.

Please tell me how to get rid of this nuisance.
I have already tried reducing the security level
for local intranet and trusted sites but no
results.

P.S. I am not experienced with servers and networking but I do understand that the webpage in question http://localhost/asc resides on the server itself.

The error number is HTTP Error 403: Forbidden

have you tried http://ipaddress/asc?
