To figure out if it is in the Modem or with the ATM Plant ping the modem. If the ping to the modem is less than a 1ms then its not your connection to the modem (ie router switch or what ever) it is on the other side of the modem. DSL has problems with old house wiring. Older houses use to use Loop System for connecting the phones to the NID (the box on the side of your house the phones wires come in). A loop is simply one wire that runs around the parimiter of your house and all of the phones connect into it. This causes a problem called uncancelled echo on the line. This in turn would cause packet loss. Do the following command...

Ping -n25

and see if you are getting a lot of packet loss. If so then call your ISP and report the problem and let them know if you have an older house that may be using a loop. They can remote into your modem and see if you have uncancelled echo and if so some solutions for solving it which may include relocating your modem to a phone jack that is closest to the NID or getting an electrician or phone guy to come out and run a home run to the NID (expensive solution). Be aware, most level one techs can not remote into your modem or give suggestion on how to solve this. You may need to request a level 2 tech.

Good Luck.
