Specs: Windows XP
I am a teacher at a school where we run a 2003 windows server. My student user computers are linked to my network. Right now a student can change an icon name on one computer and it changes on all networked computers. How can I stop them from changing icon names?

You would need to talk to the IT dept. It is unclear how you are setup if changing one desktop changes them all.
I would guess the server is running terminal server and the desktops are really that of the server. If this is the case the server itself is at risk of being compromised if the students get to the file system.
A gpo is how you would restrict access. Your IT should be able to take care of this.
